Tuesday's election put Pennsylvania, Wisconsin and Texas on the legalization map for 2027. Our menu data suggests what those markets will look like in their early years: flower first.
Top category by state (approx. share of revenue)
- Illinois: flower 39%, vape pens 30%
- Michigan: flower 34%, vape pens 24%, infused pre-rolls 16%
- California: vape pens 32%, flower 29%
- Colorado: vape pens 33%, flower 22%, edibles 21%
- Washington: vape pens 34%, flower 23%
The newer adult-use markets, Illinois and Michigan, still lead with flower. The oldest ones, California, Colorado and Washington, have shifted toward vapes and edibles. Brands planning for new states should expect a flower-first market at launch, then shift toward vapes and edibles as the market matures.
The scale behind it: 13,641 dispensaries, 38,520 brands and 16.6 million menu listings on Trees.Cloud's network. Market revenue grew 12.5% in 2025, and Massachusetts voters just protected a $1.65B market of their own.
If Pennsylvania opens adult-use sales, will it follow the flower-first path, or skip straight to vapes?
